The top rank moved from framework-asserted to operationally validated after both laser makers independently confirmed the shortage in the same quarter, an analyst cross-checked the 40% capacity-addition outlook, and NVIDIA committed $2 billion to each. The ladder — assertion, supplier confirmation, cross-validation, revealed-preference capital — is the bar every other rank must clear. Most haven't cleared it yet.
